Finding great agents

Anyone else challenged by the work ethic of the average realtor. I have been looking for quite a while to hire two new agents - either just recently licensed or from another firm. I thought this would be a pretty easy task but it has proven to be quite challenging. What is working for people. I've tried the - letters to the newly licensed and continuous ads running on Craigslist - it is just not happening. The results have been pathetic. Any suggestions...
